　　Abstract:Optimization of primary and secondary school principals resource allocation is an important condition for the development of basic educational reform.Thesurvey foundthathigh school principal flow generallyhavestrongerdesire,It present an one-way flow thatruralprincipalsflow into the city, the weak school flow to the high quality school,themainly flow factorsarethe principal autonomy small and big pressure.Therefore,we shouldencourage the principal to the mostinneedof theschool, correct the principal right flow attitude, stimulate the principal independent flow motivation, perfect the principal flow policy adjustment mechanism, in order to regulate the rational and orderly flow of the principal.
