四、为宣传、维护直接立法体制并推动其更健康地发展,支持者们成立了一些专门的研究机构,其中全国性的“创制与复决协会”和加利福尼亚的“创制程序议长委员会”最具代表性。“创制与复决协会”成立于1998年,宗旨是教育民众如何利用直接立法程序,并在必要的时候采取司法手段抵制对直接立法的攻击;加利福尼亚“创制程序议长委员会”是2000年10月该州议长罗伯特•M•赫茨伯格发起设立的,目的是审查加利福尼亚州的直接立法程序并提出改进建议,以使它能得到更有效的利用。
由此可见,在今后的一段时期中,直接立法在美国州内的发展仍会维持目前的状态:未采纳的州中依然会有人宣传鼓动,但很难取得突破;已采纳的州短期内也不会再把它“塞回瓶子里”,[27]只不过会小心防范,使“作为代议制政府制衡手段的直接立法体制自身也应受到制约”的观念得到更充分的体现。
