正文:[20]当然,文化战略的推进是一个长期而艰辛的过程,需要几年甚至几十年,但是,良好的公共组织文化一经形成,其效用是无可估量的。当组织文化的力量足够强大时,管理者甚至无需利用权威就可以控制员工的行为,因为组织文化中所包含的规范、习俗、意识形态、道德制裁和禁忌等能够帮助他们实现这一点。
