在农村新型合作医疗是保障大病还是小病问题上,各省都采用了不同的方法,但从PAUL GERTLER等对印度尼西亚的实证分析中可以看出人们对小病基本上是可以达到完全保险的程度,只有大病医疗费用高,而且病人不能工作,还要有人要照顾他,这些都会使家庭消费大幅下降,不能得到全额保险。那么在医疗保障资金紧张的情况下,必须要提高资金运用的效率,而保障大病就是有效利用医疗保障资金,解决人民的切实的困难。
最后MC本身并不是解决妇女脱贫和健康的万能良药,仍需政府的各种其它保障措施的配合。广东的妇女小额贷款采用了财政贴息的办法,降低了MC的高额利息,减轻了妇女的负担,是一个MC和政府扶贫相结合的很好的例子。
