在国际再保险方面,改革后的头三年,没有一家外国再保险公司直接在印度设立分再保险公司,而是通过其在海外的分公司间接参与与印度财险公司的再保险业务,其主要原因是印度政府规定的再保险比例太低。
印度保险改革给国营保险公司既带来了挑战,又带来了机遇。就面临的挑战而言,一是失去了原来的市场垄断优势和统一的费率优势,政府保监局有权对违反“费率标准” 的国营保险公司实施处罚;二是失去了客户资源优势,新成立的国内私营保险公司大都有自己丰富的保险资源;三是一些经营管理人才也流失到私营和外资公司,据统计,印度人寿保险公司全国75万名代理人中已有3万人跳槽,其中一些人已经成立了自己的金融顾问公司,最终与私人保险公司联盟。就面临的机遇而言,一是竞争机制的引入促进国营保险公司更加注重保险产品的创新,推出更多满足客户需求和风险组合的的新产品;二是帮助提高客户服务质量,从而有利于企业经营效益的改善;三是加速国营保险公司进一步拓展业务范围,唤起民众的保险意识,以提高保险深度和保险密度;四是外资保险公司参与印度保险业有助于资金流入印度的基础设施建设部门;五是方便了国营保险公司走出国门,目前,印度人寿保险公司(LIC)和印度财产保险公司(GIC)已在27个国家设立了52个分支机构。[20]
经过近7年的竞争和发展,截止2006-2007年度,私营公司已经占印度寿险市场的26%,保费收入已经从2003年的1025.2亿卢比增加到1947.2亿卢比,增长了92%。而同期国营的印度人寿保险公司的市场份额有74%,保费收入为5593.4亿卢比。而新成立的瑞信人寿保险公司和印度国家银行人寿保险公司在2006-2007年度的增长率竟分别高达381%和210%,其中瑞信公司的保费收入为93亿卢比。[21] 在保险销售方面,最大的变化是现在银行被允许通过其网点销售保险产品,几乎所有的私营保险公司都与银行建立了联盟合作关系,而且有少数私营保险公司运用银行保险作为新业务的主要渠道,如在2003年,印度国家银行人寿保险公司与阿维亚人寿保险公司通过银行网点销售了其一半以上的保单。据统计,2004年,私营保险公司通过银行销售其保单的30%以上。[22]
三、印度保险业的发展前景
在对印度保险市场的发展前景进行预测之前,我们有必要介绍一些西方学者对印度未来经济增长潜力的研究。Wilson 和Purushothaman两位学者在2003年通过人口驱动的模型分析,认为印度在未来很长时间内将保持年均6%以上的经济增长率。[23]而另两位学者Rodrik和Subramanian在2004年的研究则表明,印度劳动生产率在过去几年已经实现了持续增长,社会负担系数(退休人口占工作人口的比重)将从2000年的0.68下降到2025年的0.48,这将使储蓄率占GDP的比重同期从25%上升到39%。所以劳动生产率的提高和社会负担系数的下降及储蓄率的增加便可使印度经济年均增长7%以上。此外,印度的制度优势(稳定的人口政策、成熟的司法体系和对知识产权的严格保护)也可确保印度经济的第二轮增长。制度优势不仅可促进经济增长,而且还可抵御经济波动,加上印度劳动者素质的提高,印度经济保守估计可以达到年均8%的水平。[24]
按照保险的一般理论,经济增长与保险需求之间呈正相关。所以英国学者Tapen Sinha 2005年对印度保险市场的发展前景进行了预测,他的结论是:按2005年的可比较价格计算,到2020年,印度人寿保险市场的需求高达1400亿美元,而同期财险的市场需求为600亿美元。按照经济合作发展组织国家保险留存率的通常标准(人寿保险为95%,财产保险为85%),到2020年,印度再保险市场的需求为160亿美元。但是这一预测没有将养老金和医疗保险计算在内。假设养老金和医疗保险分别占GDP的3%,那么印度的保险市场需求将再增加2400亿美元,使印度保险市场的总需求猛增到4400亿美元。[25]
这种良好的预期将会对跨国保险公司亚洲市场战略产生重大影响。随着印度保险业开放力度的加大,保险业经营环境的改善,跨国保险公司在考虑对亚洲地区进行投资时,印度将会逐渐成为中国的强劲竞争对手。
